Qualifications

The qualifications to run for office are prescribed in the City Charter, Article III, Section 3.04:

a) Each candidate for nomination and election as a member of the Commission shall:

  1. Be a duly qualified elector of the city; and
  2. Have resided in the city for the last past six (6) months immediately preceding the date of qualification.

b) The Commission shall be the judge of the election and qualification of its own members.

c) No member shall, after their election, during their term of office, hold any other public elective office.

Step 1.When and What to File

Form DS-DE 9, Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates:

  • Must be filed with the filing officer to become a candidate.
  • Must be filed prior to opening the campaign account.
  • Must be filed prior to the candidate accepting any contributions or making any expenditures or authorizing another to accept contributions or make expenditures on the person’s behalf.
  • Must be filed prior to obtaining signatures on a DS-DE 104, Candidate Petition.

Note: This form is considered “filed” only when the filing officer receives the form (not upon mailing) and determines that the form is complete.

Form DS-DE 84, Statement of Candidate:

  • Must be filed with the filing officer within ten days after filing Form DS-DE 9.
  • This form states that the candidate has been provided access to read and understand the requirements of Chapter 106, Florida Statutes.

Campaign Treasurer Reports
Upon the filing of Form DS-DE 9, candidates are required to file campaign treasurer’s reports electronically by their reporting deadlines. The report deadlines are provided to the candidate by the filing officer.

Step 2.Qualifying Period

The candidate qualifying period for the November 2024 Election has concluded.

The following forms and fees are filed during the qualifying period:

  • Form DS-DE9 Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates*
  • Form DS-DE 84 Statement of Candidate*
  • Form DS-DE 302NP Candidate Oath - Nonpartisan Office
  • Form 1 Statement of Financial Interests
  • Payment of filing fees or petition process
